Human Resource Management Unit
THE RESPONSIBILITIES & ACTIVITIES OF HRM
The
department of Human Resource Management function within the Ministry of the
Public
Service, Governance Improvement, Elections & Boundaries and Sports is
responsible for the human resource aspect of the management of the Ministry of the Public Service. The basic purpose is to provide
advisory and technical support services
to the ministries and departments in strengthening human resource (HR)
management and personnel administration to facilitate public sector modernization initiatives geared at enhancing the delivery of quality public services.
A major function of this department is providing the secretariat for the three Commissions namely the Public services Commission, the Security Services
Commission and the Judicial and Legal Services Commission .In this regard it handles all the HR functions of the Commissions such as
appointments, promotions, transfers, discipline and retirement. it is also responsible for the review and development of HR policies, procedures and
manuals, performance management system, job classification, review and approval
of job specifications, setting of salaries and allowances and the management, review and development of Conditions of service (Services Commissions and
Public Service Regulations)
