Overview of The Ministry of the Belize Public Service, Governance Improvement and Elections & Boundaries
The
Ministry of the Public Service, Governance Improvement and Elections
&
Boundaries functions under the leadership of the Minister for the
Public Service and the management of a Chief Executive Officer. The
Ministry derives its mandate from Section 106 (3) of the Belize
Constitution, Chapter 4 of the Laws of Belize. This includes
responsibility for the formulation and execution of policies to govern:
• The recruitment and selection process
• Human
Resource management and development
• The classification of positions
• Fixing of salaries and privileges
• General terms and conditions of employment
• Transfer, promotion
and disciplinary measures
• Matters relating to the general management and control of the public service
The
Ministry works in close partnership with the Ministry of Finance,
advising on matters relating to the creation and re-classification of
posts; human resource requirements of Ministries, in terms of numbers
and levels, and other matters that impact the efficient
conduct of Government business. Also important, is its relationship
with other Ministries, whose interests and welfare the Ministry of the
Public Service addresses within the wider framework of an
efficient and productive Public Service.
The Ministry serves as
Secretariat to the Public Services Commission, Joint Staff Relations
Council, Administrative and Accounts Posts Panel, the Human
Resource Development Committee, Council on Good Governance and the
recently formed ICT Steering Committee. The Elections & Boundaries
Department also serves as Secretariat to the Elections &
Boundaries Commission.
Generally the Ministry has five major functional areas namely:
• Human Resource Development
• Human Resource Management
• Governance
Improvement
• Human Resource Management Information System
• Elections & Boundaries
Human
Resource Development and Management are responsible for development and
management of all Human Resource within the Public Service. The
responsibility of the Human Resource Management Information System is
twofold. It is responsible for the automation of the Human
Resource System, which is responsible for the generation of reports as
well as the management and maintenance of the payroll system for all
Public Officers. Governance Improvement is responsible for
promoting and ensuring good governance practices while modernizing the
public sector with ICT and e-government as drivers. The Elections &
Boundaries Department functions are Electoral
Administration, Voter Education and Boundary Redistricting.
