In April of this year, selected Secretary Is and IIs were allowed to pursue the Certificate in Secretarial Studies and the Certificate in Advanced Secretarial Studies at the St. John’s College, Belize City. As you know the training programme is in keeping with Circular No. 9 of 2009.

On Friday, 17th December, 2010, St. John’s College – Institute for Workforce and Economic Development and the Ministry of the Public Service will be holding a “Recognition Ceremony” for Secretaries, who were successful in the respective programmes. The ceremony will be at 9:00a.m. at the Fordyce Memorial Chapel, Landivar Campus, Princess Margaret Drive, Belize City.

Through this medium we are hereby informing you about the “Recognition Ceremony” and that the below listed Secretaries will be out of office for that day.

Public Service Management : Training for Senior Public Officers

Belize continues to be supported in improving the capacity of human resources within the public service by the Governance and Institutional Development Division (GIDD) of the Commonwealth Secretariat.

During the period 20th – 24th April 2009, The Ministry of the Public Service, Governance Improvement and Elections & Boundaries with technical and financial assistance from the Commonwealth Secretariat, conducted a training workshop on Documenting Position Descriptions, Job Functions and Competencies for Senior Public Officers who have Human Resource management functions.


The training programme was held at the San Ignacio Resort Hotel in San Ignacio Town. A total of forty four (44) Public Officers attended the training, which was facilitated by a consultant, Ms. Laura Freeman who is a retired Chief of Office from Canada.

Public Service Management : Renaming of the new Administration Building in Belmopan

On June 26th, 2008 the New Administration Building in the City of Belmopan was dedicated in honour of H.E. Sir Henry Edney Conrad Cain, a long serving Public Officer in the Belize Public Service. Sir Edney Cain was born on December 2nd, 1924 and passed away on January 17th, 2008 in Belize. Sir Edney Cain was a veteran Public Officer who has contributed significantly to the Public Service during his long standing career.

His career in the Belize Public Service started on October 14th, 1940 as a messenger and continued for 51 years where he served his beloved country and people until December 1991.

He also served as Belize’s High Commissioner to the United Kingdom as well as Ambassador of Belize to France, Germany, Belgium, the Holy Sea and the European Communities and Belize’s Non-Resident High Commissioner to Canada.

Among his lengthy list of accreditations, Sir Edney was awarded the Member of British empire, the Order of British empire, and was knighted Bachelor by her Majesty the Queen in 1986 when he became Sir Edney Cain.

His most recent award was the Order of Distinguished Service, which was bestowed upon him by the Government of Belize in honor of the country’s 25th Anniversary of Independence in 2006.

Sir Edney Cain was a man of humble beginnings that rose through the ranks of the Belize Public Service. He was admired for his quiet disposition and conduct as a public officer. To those who knew him, he was a guiding light and a source of inspiration to many in the government service

Public Service Management : Ministry of the Public Service Goals for 2010/2011

The Ministry of the Public Service is once again proud of its accomplishments for the year. The ministry's vision is to continue its duties in the most professional, highly motivated and responsive manner especially when it comes to the delivery of services to the needs of its stakeholders.

Our Goals for 2010 includes:


Goal 1.1- Government of Belize will be transparent and accountable in its affairs.

Objective: Enhance the availability

and public access to information on goverance.

• the rule of law

• accountability structure

• standard of GOB'S standards and policies.


Goal 2.1 - To ensure compliance with established regulations.
Objective: Introduce a Performance Monitoring and Evaluation (PM &E) system for th Public Service.


Goal 2.2 - To introduce a Performance Monitoring and Evaluation System for the Public Service.

Objective: Establish a reward and incentive programme for compliance and quality service


Goal 3.1- To improve customer service delivery.

Objective: To promote the development and use of service charters in the Public Service.


Goal 3.2- To achieve greater efficiency in the use of public resources (value for money).

Objective: Promote the use of ICT with e-government as the driver.


Goal 4.1- To control proper distribution and utilization of Human Resource in the Public Sector.

Objective: To ensure adequate staffing at each Ministry/Department for greater efficient functioning.


Goal 4.2- Develop Performance of Management Policy.

Objective: To develop guidelines for performance standards for the Public Service of Belize.


Goal 4.3- Define and establish the public service leadership.

Objective: Introduction of Public Service Bill.


Goal 5.1- Ensure proper management of Human Resources (HR) of the Public Service.

Objective: Improve and standardize human resources management practices.


Goal 5.2- Institutionalize Capacity Building and Skills Development for the Public Service.

Objective: To strengthen mechanism geared towards human development.


Goal 5.3- To improve the image of the Pubic Service and public officers.

Objective: To raise moral motivation within the Public Service.


Goal 6.1- Effective Electoral Management.

Objective: To build confidence in and respect for the Public Service.

• To satisfy the requirements of the (ROPA)

• To maintain a professional, impartial independent and efficient electoral service delivery.

• To develop and introduce processes that promote and maintain efficient free and fair elections.

• To modernize the election process.


Goal 6.2- To deepen the democratic process and encourage greater participation in elections.

Objective: To increase the number of registered electors.

• To maximize the number of persons who participate in the democratic process and exercise the right to vote.

To maintain boundaries that are equitable and which are representatives of the population.

Having the participation of all stakeholders while working towards these goals can assure us a better improve and constructive Public Service for our country "Belize".

Public Service Management : Human Resource Management Information System Project

The Government of Belize, in October 2004, in an effort to automate the human resource database of the Belize Public Service, initiated the implementation of the Smart Stream Human Resources Project through the Ministry of the Public Service. This would assist in standardizing human resource management practices facilitating the devolution of this function to the Ministries, and to support a new system for human resource development.

The HRMIS is a component of the Smart Stream System and is linked directly to payroll. It is designed to hold all data on employees and applicants for positions including but not limited to employment history, skills, training, employees review, employee violations information, health and safety information etc. It can run queries, of any HR nature, to provide relevant and precise information required for decision-making in respect of Human Resources Management (HRM) and Human Resources Development (HRD).
